As far as the meaning is concerned, LS translates "secretarius imperii", following Hoffmann 1880, 65 "Reichssekretär", and this meaning is still accepted by Khurshudian 1998, 176; PS Suppl. 329 translates "Secretary of State". If this were the real meaning of the word, it would be inevitable to reconstruct, as Khurshudian does, an unattested MP *šahrdibīr. But Gignoux 1986, 101 n. 30 points out that Hoffmann's translation "Reichssekretär" was incorrect, and that was rectified in the same year by Nöldeke: cf. Christensen 1944, 312 n. 6. Consequently, the Syr. word is more probably a rendering of the common Sasanian title MP šahr dādwar judge of the empire (CPD 79 and 23); cf. also Arm.
